The Shrewsbury Town board have apologised to fans for their performances this season, and promised to review their footballing processes.
A 5-2 loss away to Preston North End on Easter Monday means that with two games remaining, the Shrews are second bottom of League One, six points from safety.
They sit on 41 points, with Crewe outside the drop zone on 47, meaning Crewe, as well as Carlisle and Notts County below them would all need to lose their remaining games for the Shrews to survive.
Shrewsbury boss Mike Jackson was only brought to the club in February, but has failed to stop the rot, and with his deal expiring at the end of the season, his future is far from certain.
The board have moved to try and be as positive as possible about their impending relegation, though they made no excuses for the club;s performances. A statement read, "We wish to apologise for this season's results. They have been unacceptable,"
"We are undertaking a root and branch review of our entire footballing structure."
"The main problem was a very poor close season when many of the transfer targets didn't come off. That left us with a small squad with the result that we were over-reliant on the loan system."
With their squad depleted, the club made 20 loan signings over the course of the season, which the board also cited as proof that the accusation of not investing enough in the club was false.
"We believe we have supplied competitive budgets to cement ourselves as a League One club with aspirations of the play-offs," the statement continued.
"There would have been funds available if the right player was available. Recruitment at all levels will be made and a playing style will be engendered throughout the club with the aim to create a winning mentality at all levels," the board added.
"Once again we apologise for the season and reassure supporters that we, as a board, have reviewed the mistakes made."
Shrewsbury take on play-off contenders Peterborough in their final weekend, and end the season away at Gillingham knowing that without wins in both matches, they fate will be sealed.
